Adaa programme

The National Center for Performance Measurement (Adaa) measures entities by its own methodology. EASPM helps an entity be ready for that measurement with a living register of conditions and evidence.

Context

A national measurement, and a file rebuilt every cycle

Government entities undergo periodic measurement by the National Center for Performance Measurement, against standards and a methodology the Center owns and updates. In many entities the measurement file is assembled in the final weeks before the deadline, from emails, shared folders and people's memory.

The problem is not the effort but that it does not accumulate: what was collected last cycle cannot be found the next, evidence that serves two conditions is uploaded twice, and a gap discovered late never had an owner.

What the platform does

Conditions register
Every measurement condition becomes a record with an owner, a state and a last-review date.
Evidence vault
Evidence is stored once and linked to every condition it serves, with date, source and version.
Gap analysis
What is met with evidence, what is met without evidence, what has not started, and who owns each gap.
Linked to the plan
A condition links to the initiative or project that satisfies it, so slippage shows its effect on readiness.
Cycle memory
The state of every measurement cycle is preserved; the next cycle's team starts where the last one ended.

What it does not do

No predicted score

The platform shows no predicted score and no predicted ranking for the entity. The methodology, the weights and the result belong to the Center alone, and any number an external tool presents as "the expected score" is an estimate that cannot be defended before leadership.

What we show is three documented states per condition: met with evidence held, met without evidence, or not met. Those states are what the entity can prove, and what actually helps the team before the deadline.
